Economies throughout both the developed and developing world are interconnected like never before, whether it is the financing of global challenges, monetary integration among a group of countries or trade across national borders. This increasing degree of interconnection brings both opportunities and challenges for the countries involved. This volume provides an analysis of three distinct but closely related themes of economic interconnection: Public Finance, Monetary Policy and Market Issues. The collection will stimulate further debate on these issues and in doing so will help to broaden the exchange of ideas among economists in both academia and business.

Document from the year 2013 in the subject Politics - Miscellaneous, St. Lawrence University (SCHOOL OF POSTGRADUATE STUDIES), language: English, abstract: The basic nature of any economy lies in the scarcity of its productive resources in relation to its want. Our wants are ever increasing and recurring while availability of resources for satisfying them lags behind. An economy is constantly engaged in the solution of this eternal problem of scarcity. It therefore, undertakes various activities where by the available supply of resources is augmented, existing supplies are utilized more effectively, and some additional objectives like stability, growth, and distribution etc are met with as fully as possible. The division of economic activities between public and private sectors of the economy should not be a haphazard one, but should be based upon relevant economic and socio-political objectives and within the constraints of the country’s institutional framework. Accordingly, in a capitalist economy the main task of providing goods and services is assigned to the private sector in which individual economic units are motivated by economic rationality and guided by the market mechanism in their decision making. The owners of factors of production are guided by the income which they earn in alternative employments, the investors are guided by the profitability of alternative investments; the consumers try to maximize their consumer surplus and so on. In a pure market economy, virtually all goods and services are supplied by the private firms for profit and all exchanges of goods and services takes place through markets, with prices determined by free interplay of supply and demand. Individuals would be able to purchase goods and services freely, according to their tastes and economic capacity( their income and wealth), given market determined prices.

It discusses monetary policy and public debt at the onset and through different phases of a financial reform and emphasizes that many objectives of public debt and monetary management are mutually supportive. It recommends the setting up of units to deal with public debt issues both at the treasury and the central bank, as well as a committee to coordinate public debt and monetary management.

The paper surveys the role of financial markets and fiscal institutions in the transformation process going on in Eastern and Central Europe. It highlights (a) the need to create some sort of “social ecological balance” necessary for the working of a modern market economy; (b) the need to develop appropriate financial institutions that can mobilize savings and allocate them efficiently; and (c) the major reforms necessary in the fiscal area. It also calls attention to the extent to which monetary and fiscal policies overlap in these countries and the implications of that overlapping.

“National finance” is a new concept launched by the author in his book National Finance ─ A Chinese Perspective, a unique monograph that differs from other financial publications dealing with general topics in public finance. The monograph intends to provide a full, well-developed and macro-level exposition of all major aspects of finance from the perspective of the central government, with focus laid on the most essential, immediate and intricate issues in national financial development, which are the "hard nuts" that have to be cracked on both central and regional levels and on the fronts of both offshore and onshore finance. It attempts to cope with a series of formidable challenges that a country, particularly its top government officials, must take in developing finance: how national finance should develop and overtake in the face of rising financial industries, how it should respond to the influx of AI+blockchain technologies, how a country guards against and copes with systematic or regional financial risks with security, fluidity and profitability serving as its cornerstones, how it can build up and promote the new international financial system and governance amid international financial powers around the world, and so on.

The world's agenda of international cooperation has changed. The conventional concerns of foreign affairs, international trade, and development assistance, are increasingly sharing the political center stage with a new set of issues. These include trans-border concerns such as global financial stability and market efficiency, risk of global climate change, bio-diversity conservation, control of resurgent and new communicable diseases, food safety, cyber crime and e-commerce, control of drug trafficking, and international terrorism and weapons of mass destruction. Globalization and increasing porosity of national borders have been key driving forces that have led to growing interdependence and interlocking of the public domains--and therefore, public policy concerns--of countries, governments, private businesses, civil society, and people at large. Thus, new and different issues are now occupying top places on national policy agendas, and consequently, on the agendas of international negotiating forums. The policy approaches to global challenges are also changing. A proliferation and diversification of international cooperation efforts include focus on financing arrangements. Financing of international cooperation in most instances is a haphazard and non-transparent process and often seems to run parallel to international negotiations. There are many unfunded mandates and many-non-mandatory funds. To agree on and to achieve international economic goals, we need to understand how financing of international cooperation efforts actually works. Our understanding is hampered by two gaps: 1) lack of an integrated and cohesive theoretical framework; 2) lack of consolidated empirical and operational knowledge in the form of a comprehensive inventory of past, current and possible future (i.e. currently deliberated) financing mechanisms. This book reduces these two gaps and provides a guide to improve our ability to finance international cooperation.

The Economies of European Union Small Member and Candidate States deals with the small states and candidate states of the EU, with a focus on their economic structure and performance, and the impact of EU membership (past, actual and potential) on the economy. The small states to be covered are those with a population of 3 million or less, namely: Cyprus, Estonia, Iceland, Latvia, Lithuania, Luxembourg, Malta, Macedonia, Montenegro and Slovenia. This title adds to the literature on the EU, on regional integration generally and on small states. It delves into the special constraints of small economic size, and examines why and how the small states of Europe manage to compete, albeit not without difficulty, with the larger states in the block, where free trade prevails. The book answers the following research questions: What are the special economic development constraints faced by the small states of the EU? What policy options have been used by, or are available to, these small states to address these constraints? How can the economic resilience and competitiveness of these states be enhanced? Has EU membership been mostly advantageous for these small states? What are the economic prospects for these states as EU member states? The book is aimed primarily for students of EU affairs and of regional integration in general. It will also be useful for students of subjects relating to small states. It may also appeal to policy makers of small states, and to officials of international and regional organisations that have a constituency that includes small states.

Governance challenges and solutions for the provision of global public goods in such areas as the environment, food security, and development. Global public goods (GPGs)—the economic term for a broad range of goods and services that benefit everyone, including stable climate, public health, and economic security—pose notable governance challenges. At the national level, public goods are often provided by government, but at the global level there is no established state-like entity to take charge of their provision. The complex nature of many GPGs poses additional problems of coordination, knowledge generation and the formation of citizen preferences. This book considers traditional public economy theory of public goods provision as oversimplified, because it is state centered and fiscally focused. It develops a multidisciplinary look at the challenges of understanding and designing appropriate governance regimes for different types of goods in such areas as the environment, food security, and development assistance. The chapter authors, all leading scholars in the field, explore the misalignment between existing GPG policies and actors' incentives and understandings. They analyze the complex impact of incentives, the involvement of stakeholders in collective decision making, and the specific coordination needed for the generation of knowledge. The book shows that governance of GPGs must be democratic, reflexive—emphasizing collective learning processes—and knowledge based in order to be effective.
