Public finance reform is simultaneously a process of fiscal adjustment and structural reforms in the public sector. Under socialist rule, Hungary's concept of public finance was nebulous, since there was no clear delineation between private and public sectors. As a transition country, structural reforms were aimed at creating not only sustainable institutional arrangements but were aimed at creating a government sector adapted to a market economy as well. The former socialist states were forced into abrupt transitions; and there was little time for minds and institutions to adapt. This volume aims to provide a comprehensive description of Hungary's experience of public finance reform in a former socialist economy, including: a history of the reform process; an empirical analysis of trends in public spending and revenues; evidence of Hungary's ability to move towards accession to the European Union (EU); a description of policy reforms in the public welfare system; an analysis of the reforms in key aspects of the institutional framework; and an examination of the tax system.

In general, the contributors find that constitutional negotiations normally took place in settings where uncertainty was considerable. The first part (chapters 2 to 4) introduces to the intellectual filiation of the project and to its theoretical and methodological foundations. The second part (chapters 5 to 13) presents nine case studies built on the same structure: historical account of the making of the Constitution, results of the content analysis of the constitutional text, and discussion of specific issues raised in the analysis. Since 2008, the world has experienced an enormous decrease of wealth. By many measures the impact of the crisis was severe. State formation after civil war offers a new model for studying the formation of the state in a national peace transition as an integrated national phenomenon. Current models of peacebuilding and state building limit that possibility, reproducing a fragmented, selective view of this complex reality. Placing too much emphasis on state building as design they place too little on understanding state formation as unplanned historical process. The dominant focus on national institutions also ignores the role that cities and civic polities have played in constituting the modern state. Mining ideas from many disciplines and evidence from 19 peace processes, including South Africa, the book argues that the starting point for building a systematic theory is to explain a distinct pattern to state formation that can be observed in practice: Despite their conflicts people in fragile societies bargain terms for peaceful coexistence, they make attempts to constitute the right to rule as valid state authority, in circumstances prone to conflict, over which they have imperfect influence, not control. Though the kind of institutions created will differ with context, how rules for state authority are institutionalized follows a consistent basic pattern. That pattern defines state formation in peace transitions as both a unified, if contingent, field of normative practice and an object of comparative study. Where the national-centric models see local government as a matter belonging to policy on decentralization for later in the reconstruction phase, the book uncovers a distinct "local government dimension" to peace transitions: A civic dimension to national conflicts that must be explained; incipient or proto-local authorities that emerge even during civil war, in peace making, after state collapse; the fact that it is common for peace agreements and constitutions to include rules for local authority, for local elections to be held as part of broader democratization, and for laws to be enacted to establish local government as part of peace compacts. The book develops the concept of local peace transition to explain the distinctive constitutive role of this local dimension in peace-making and state formation. This path-breaking book will be of compelling interest to practitioners, scholars and students of comparative constitutional studies, international law, peace building and state building.

Elimination of Riba has been a major issue in Pakistan occupying the attention of policy makers, bankers, legal experts and Islamic scholars for the last several decades. Apart from the efforts undertaken by the government to introduce non-interest modes of financing, the debate received fresh impetus after the judgment of the Federal Shariat Court in 1991 which was further reinforced by the judgement of the Supreme Court in December 1999. The present work is the outcome of the submissions that the author made before the Supreme Court when he was invited by the Court as amicus curiae.Having expounded the basic principles of Islamic finance, the book traces the main challenges in various spheres of financial transactions and argues that a smooth transition to the new system is feasible. However, it cautions that in view of the pervasiveness of Riba in modern economies and in numerous laws, merely striking down certain impugned provisions of law may not be the most desirable course. Rather, the government will have to expend a comprehensive effort through a legislative initiative to provide for an alternative system. The book also reviews the constitutional provisions relating to government's finances and identifies areas of concern that have implications for efficient fiscal management as well as for effective elimination of Riba.
